We recognise that there are three important factors concerned with committing fraud: opportunity, motive and rationalisation. Those who commit fraud could be anyone from internally to the Trust (staff / patients) or externally of the Trust (suppliers). An average fraudster is not much different from an average person. Fraudsters can either be systematic (exploiting system weaknesses) or opportunistic (one time only).
